Gary Payton gamer/issued/procut?

Hey guys,

My buddy picked up a Gary Payton Sonics jersey with the full intention to get signed, however he was curious about the tagging - the jersey is heavier than an average NBA jersey so I'm curious as to exactly what he stumbled upon. -- I'm the first to admit I'm not a huge expert on NBA game jerseys -- everything is sewn, and I've attached pics of all tagging, etc.

Any idea? Thanks a ton in advance!
