Great deal you had won. Akeem/Hakeem rookie year was in 1984-85. Future center piece, could be a Houston Rockets Richard Andreson extra jersey.
Houston Rockets uniform number for #40 and the year it was worn below.

NBA started adding the NBA logo in 1986-87 on game jerseys. Akeem/Hakeem Houston rookie year Houston Rockets had worn Rawlings. I could be wrong.
My edit feature went south. Correction it is Richard Anderson not Richard Andreson.

Thanks for the research, because all kidding aside, I did wonder if the number 40 was worn at all during the tagging period of this jersey. I have been looking for a 1980s Rockets jersey to add to my "type" collection but did not expect to get one so cheaply.
I'm shaking my head just like you guys.... B&E Collectables auctioned several Rockets jerseys on eBay whose listings ended on June 19. The blanks sold for much more than the one with numbers. Here's a rundown:
1993/94 Red Blank (Champion, size 48 +2) sold for $204.50
1994/95 Red Blank (Champion, size 50 +6) sold for $305.00
1989 Red Blank (S/K, size 42 +2) sold for $76.00
1989 White Blank (S/K, size 38 +1) sold for $69.00
1980s Red Blank (Rawlings red tag, size 40) sold for $46.99
Ones with common numbers on them sold between $9.75 and $61.00.
As was mentioned earlier, the "Hakeem sized" blanks sold for the most money by far. The two cheaper blanks, which are considerably smaller, still sold for much more than the $9.75 I paid for one with the number 40 on it.
Keep these photos handy for a future photo match. A match should be fairly simple using the positioning of the mesh holes in relation to the tags, as well as the holes in the seams below the tags.

It's not just the blanks. Scrub jerseys are often stripped, with new name & numbers added.
There have been so many Rockets jerseys sold on eBay lately, one could actually harvest numbers and tagging and start switching them around.Greg
