I am no expert though so I need someone elses help on this. I just need to know if it does in fact qualify for a game jersey. Any help is appreciated.

For what it's worth, I've owned just two jerseys from 2002; both had year tags. The Cardinals jerseys in the early 2000s (pre Majestic) typically had year tagging.

The thing that bothers me about this listing is the lack of a letter from the Cardinals. If this was acquired at a Busch Stadium charity auction, there should be an LOA from the Cardinals. You should ask the seller if he has one. Here's the reason -- Cardinals Care has a long history of mocking up replica jerseys, getting them signed and then auctioning them off. Often, these are game used jerseys of coaches or lesser players that are stripped, re-plated and numbered to correspond with a star player, and then offered to the public. I know they did this with several 2002 jerseys that had the JFB and DK57 patches. Without the letter saying it's a replica, it's possible to pass these replicas off as legit gamers.

If the seller can't produce a letter from the team saying this is a game-used Izzy jersey, I'd be very cautious.
