Does anybody have an idea if this was a prototype jersey never worn by the Expos or a salesman's sample?

I told the seller that I thought it to be a minor league flannel with a crappy and inaccurate strip tag added to give it the look of an MLB jersey. Their response was that the uncertain nature of it is why it's described as "game used?".
