Old homemade certificates were much more common in the 1990's than they are now. A lot of them were written with no background.

Here is a link to a blog that discusses the evolution of LOA's in the hobby (includes a fairly early Goldin / Scoreboard example) and should bring some memories back to the ummmm, older forum members.

To me, the signature is more important than the COA.
