Albert Belle Sox Hat?

I was cleaning out some stuff and completely forgot about this. I bought this hat at the soxfest garage sale in the late 90's. I think 99 but I'm not sure. I also bought a belle game used signed jersey. I'm also kicking myself in the ass right now because my mom gave me a choice between belle and a thomas and I chose this goober. Anyway on to he hat. It was listed as a belle hat but the name looks to be scribbled out. I was 14 so I figured they know what there selling so I bought it. Does anyone know if this is his correct size?

The size tag puts it at 1996, it's more like the late 90s style. Yes, leftover stock can be issued into other seasons as long as the design is the same.
