Game Ball - Elway and others

I recently picked up a "game ball" that was given to John Elway in 1996. What I don't understand is why the ball is painted or if this is something commonly done. The last time I was one of these for sale was several years ago and it was a "game ball" from a Denver vs. Houston game and it had a similar paint job. Does anyone have experience dealing with "game balls" or insight about the paint job?

I've seen coaches give speeches after then hand out a "game ball" to a player, but I don't know much more.
