How do I contact ebay?

I am having issues with my billing for selling things on ebay. Every time that I try to go through the process of the help pages, I can never get an email or phone number to directly contact someone at ebay. I want to talk to an english speaking human.

I have waited for 25 minutes for the online chat room to open with no luck. Does anyone have a direct email to someone? I appreciate any insight.

I went to the top of the page that says contact us. Then click it. Then in the ask a question box put ebay phone number. Then on the next page it says call us click it. It will give you a phone number and a pin number
