Check the tag photo...that strip tag is the same on every 1989 Score Board Ryan home jersey. None of them are game-issued, though, as a signed jersey display piece, the price (as of when I write this) seems fair.

Among other things, dozens of jerseys viewed by me over the years with the EXACT same tagging, instead of 1 or 2. Also, the Rangers did not use 4-digit years in 1989 strip tagging.
