This isn't the full answer, but should point in the right direction. It's a code to decipher when the helmet was made. 6,7,8,9 would refer to the year - 1996, 1997, 1998, 1999 or 1980's or '70's etc.
Now, the dots in the quadrant is where I don't know. I thought it was three dots in the 6, meant "made in the third quarter of 1996." But yours has dots in the 6 and 7. So, I'm afraid I'm just guessing at this point.
