Pens used by Presidents and Governors to sign bills are collectible. After signing a bill, often using multiple pens, the pens would be passed to authors or helpers of the bill standing in audience. Sort of a tradition. Then pens of course were fancy kinds, with the politician's name and position. Years ago my mom worked on a bill and got one of these pens at the signing from Wisconsin Governor Tommy Thomson, and she still has it-- though always used it as an around the house pen.

You will sometimes see a JFK or LBJ or such letter framed with one of these pens.

I should add that, as opposed to a baseball autographing for Steiner, the political pens have significance as historical artifacts. They literally were part of the creation of US law.
