Mounted Memories Question - Help!

Hi-

I am new to collecting and have found a few items I'd like to purchase. One of the items is a Mounted Memories COA item, however the COA is of paper form from March 2004. I know that MM issues those blue plastic COAs with holograms now. Does anyone know when they switched (hopefully after 03/2004)? Do you think that this item is still authentic? Much thanks for your input.

That is what the MM certs used to look like but they'd be easy to copy. Sig looks like Bradshaw's to my untrained eye and seller seems solid, but you can always gamble some cash on a PSA Quick Opinion if you're nervous about the item/sig.
